Passage of this bill would make it easier for credit card companies and other creditors to claim their debt in the case of a person declaring bankruptcy. What congress is not telling you is that in many cases the people who are declaring bankruptcy are doing so because of credit cards and loans with outrageous interest fees, hidden charges and other quasi-legal tactics the Bush administration (business regulators) have let the lenders get away with over the past 5 years.
